Human Approach To Human Capital(On the Book by n. m. Pliskevich “Human Capital in Transforming Russia”)

Abstract

The article analyzes the results of investigation of human capital. The validity of broad approach to assessment of human capital using qualitative methods is shown. In the framework of this approach it is necessary to take into account the influence that the results of revolutionary breaks of socio-cultural fabric of society produce on human capital as well as the impact of its inner institutional structure, first of all the system of “power-ownership” (or “natural state” according to D. North).
