Аннотация
Во второй части статьи рассматривается теория лидирующего социально-экономического развития. Показано, как в Западной Европе в результате взаимодействия культурных и институциональных факторов, технического прогресса и уровня благосостояния на каждом этапе эволюции возникали конкретные формы и сочетания трех основных механизмов координации — конкуренции, власти и сотрудничества. Подчеркивается важность идеологии и феномена технического прогресса в формировании институтов экономической и политической конкуренции, способствовавших становлению государства всеобщего благосостояния. Эти изменения и экономический рост создали условия для дальнейшей трансформации гражданской культуры: повышения уровней доверия, толерантности, альтруизма и космополитизма, расширения планового горизонта. Демонстрируются снижение уровня принуждения, встроенного в механизмы власти и конкуренции, и расширение роли сотрудничества. Выдвигается гипотеза о том, что скорость этих процессов зависит от географических факторов. Обсуждается идея мира всеобщего благосостояния.
