Аутсорсинг социальных услуг некоммерческому сектору: экономический анализ

Аннотация

Рассматриваются факторы и предпосылки аутсорсинга государством социальных услуг некоммерческим организациям. При анализе выбора между НКО и частными фирмами в качестве партнеров государства по аутсорсингу особое внимание уделяется возможности верифицировать качество предоставляемых услуг, которое не всегда может быть обеспечено рыночными стимулами. По данным международной статистики выявляются факторы, влияющие на масштабы сотрудничества государства с некоммерческими организациями; показано, что к аутсорсингу НКО шире прибегают эффективные государства при наличии развитого гражданского общества. Излагается теория, позволяющая сопоставить последствия передачи социальной услуги на аутсорсинг некоммерческой организации или частной фирме с точки зрения качества услуги, экономии издержек и вклада в общественное благосостояние. В качестве иллюстрации рассматривается передача на аутсорсинг домов престарелых частным фирмам и НКО с привлечением данных о последствиях пандемии коронавируса.
