«О бедном бюджетнике замолвите слово…»: межсекторные различия в заработной плате

Аннотация

В настоящей работе анализируются специфика институционального механизма оплаты труда российских бюджетников и методология оценивания величины разрыва в заработной плате между работниками бюджетного и небюджетного секторов. Межсекторный разрыв оценивается с учетом эндогенности выбора сектора занятости. Используя регрессию с переключением (switching regression) и подбор контрольной группы (propensity score matching) для устранения эффекта неслучайного выбора сектора, авторы предлагают эмпирические оценки величины межсекторного разрыва для отдельных демографических, профессиональных и территориальных групп населения. Показано, что величина разрыва значительна, но сильно варьирует по группам. Отмечается целесообразность институциональной «привязки» уровня заработной платы бюджетников к уровню зарплаты в небюджетном секторе в регионах.
