В работе обобщены основные результаты цикла исследований неформальности на рынке труда, проведенных в Центре трудовых исследований НИУ ВШЭ в 2010—2012 гг. Показано, что при интуитивной очевидности понятия«неформальная занятость» его нельзя признать ни концептуально прозрачным, ни легко измеримым, ни однозначным с точки зрения экономических и социальных последствий. В статье обсуждаются вопросы определения, измерения, масштаба и динамики неформальной занятости, влияния институтов, социально-демографического профиля, трудовой мобильности, заработков и неравенства неформальных работников. Сделанные выводы опираются на значительный массив эконометрических оценок и большие базы данных.

The paper presents major findings from the multi-year study of informality in the Russian labor market conducted by the CLMS—HSE. The authors argue that the concept of informality though it seems to be intuitively clear is neither conceptually straightforward, nor easily measurable, nor univocal in terms of economic and social implications. The article explores the issues related to definitions, measurement, evolution, profiling, impact of institutions, mobility, earnings and inequality. All findings and conclusions are supported by special econometric studies and large data sets.
