Важнейший их элемент — права собственности и механизмы их защиты. Поэтому актуальной остается проблема определения направлений эволюции прав собственности при использовании общих ресурсов и создании инноваций. Должны ли права собственности в экономике знаний развиваться по пути, по которому они развивались в индустриальном обществе? В статье рассматриваются дискуссионные вопросы формирования институциональных предпосылок Промышленной революции в Англии; отмечается, что эволюция прав собст венности на землю, которая в доиндустриальную эпоху была основным общим ресурсом, происходила в направлении обеспечения эксклюзивных прав крупных земельных собственников; показано значение в этом процессе идеологических и моральных традиций английского образованного общества и правящего класса, отличавшихся индивидуализмом и субъективизмом; обоснован вывод о необходимости осторожно относиться к рекомендациям, апеллирующим к опыту Промышленной революции. В экономике знаний для эффективного использования общих ресурсов, главным из которых выступает информация, необходима развитая система распределенных прав собственности и их защиты.</p></abstract><trans-abstract xml:lang="en"><p>Formation of the ecosystem of knowledge economy assumes creation of necessary institutional conditions. The most important elements of these conditions are property rights and mechanisms of their security. The paper discusses the questions of formation of institutional prerequisites of the Industrial Revolution in Great Britain and claims that the evolution of property land rights (land during a pre-industrial era was the basic common resource) provided exclusivity of the rights of large landowners. It also shows the importance in this process of the English educated and ruling class with its ideological and moral traditions, which were marked by the emphasis on individualism and subjectivity. It is concluded that one needs to carefully treat the recommendations based on the experience of the Industrial Revolution.
