Цель — определить, оказывает ли сеть таких соглашений стабилизирующий эффект на развитие внешнеторговых связей страны в условиях, когда объемы международной торговли падают в периоды кризисов. Региональные торговые соглашения превратились в один из основных инструментов торговой политики стран, они не только способствуют росту товарооборота, но и приобретают все большее значение как инструмент регулирования торговли в условиях кризиса многосторонней торговой системы. В научной литературе считается общепризнанным факт устойчивого увеличения взаимной торговли в рамках соглашений в периоды экономического роста, однако влияние кризисных явлений на эффекты региональных торговых соглашений изучено недостаточно. Логично предположить, что приоритетное исполнение обязательств между партнерами — снижение или обнуление таможенных пошлин, унификация правил взаимной торговли и созданные с помощью этого более выгодные цепочки добавленной стоимости — должно привести к сохранению торговых потоков между ними в случае кризиса. Однако это положение требует эмпирического подтверждения. Рассмотрены особенности сетей РТС наиболее активных участников региональных процессов, расположенных на разных континентах: ЕС, Чили и Республики Корея. При детальном анализе динамики их торговых потоков выявлена тенденция к усилению торгового взаимодействия партнеров по РТС в кризисные периоды. Методология исследования опирается на расчет и сопоставление результатов построения трех торговых индексов: значимости экспорта, интенсивности торговли и симметричной торговой интроверсии. Индексы были рассчитаны для всех торговых партнеров Чили, Республики Корея и Евросоюза с 2005 по 2020 г. с целью выявить тенденции торговых потоков в периоды значимых экономических потрясений последних десятилетий (финансового кризиса 2008—2009 гг. и кризиса, вызванного пандемией COVID-19). Сделан вывод, что РТС выступают своего рода демпфером, снижающим негативное влияние кризисов на объемы внешней торговли. Торговля в рамках РТС под влиянием кризиса либо снижалась в меньшей степени по сравнению с торговлей между странами, не имеющими региональных торговых соглашений, либо восстанавливалась быстрее. Эмпирически подтверждается значение РТС для развития внешнеэкономических связей стран. Целесообразно продолжить расчеты эффектов РТС для других стран, чтобы подтвердить выявленную закономерность.</p></abstract><trans-abstract xml:lang="en"><p>The authors explore the impact of crises on the dynamics of trade between partners within regional trade agreements (RTAs) with the aim to determine whether RTAs have a stabilizing effect on foreign trade. RTAs have become one of the main instruments of trade policy in recent decades. It is generally recognized that RTAs do stimulate trade at the time of stability and growth. It is logical to assume that meeting commitments between RTA partners should lead to the preservation of trade flows between them in the event of a crisis. However, this statement requires empirical confirmation. The study examines the effects of RTA networks for the three most active RTAs’ participants located on different continents — the EU, Chile and the Republic of Korea. The analysis of dynamics of these countries trade flows indicates a clear trend of strengthening trade interaction between RTA partners during crisis periods. The focus of the methodology of the study lies in computations of three trade indices: export significance index, trade intensity index and symmetric trade introversion index. They were calculated for the totality of trade partners for the EU, Chile and the Republic of Korea from 2005 to 2020 in order to identify the dominant tendencies of trade flows during periods of economic shocks of recent decades (the financial crisis of 2008—2009 and the crisis caused by the pandemic of 2019—2021). The authors come to the conclusion that for the studied countries and the EU RTAs act as a damper that reduces the negative impact of crises on foreign trade. Trade between RTA countries at the time of a crisis either decreased to a lesser extent compared to trade between countries that do not have RTA, or recovered faster. This empirically confirms yet another significant importance of RTAs.
