В российской практике отмечаются такие проблемы, как локальность достигнутых результатов, недостаточная ориентированность на новые драйверы изменений, ведомственность и избыточная «дробность» направлений, слабая селекция успешных практик. В условиях высокой технологической неопределенности требуется структурная политика поисковой направленности, включающая запуск различных «пилотов», регулярную оценку прямых и косвенных эффектов, отказ от неэффективных практик. В качестве повестки на будущее определен вопрос перехода к многомерной политике, ориентированной на некоторую совокупность структурных сдвигов в экономике, и к формированию эффективных управленческих команд по реализации соответствующих инициатив. В дополнение к этому проектный подход к инициированию структурных сдвигов должен сочетаться с осуществлением институциональных изменений, расширением демонстрационных эффектов, повышением привлекательности национальной юрисдикции для быстрорастущих компаний и новых секторов.</p></abstract><trans-abstract xml:lang="en"><p>In this article we discuss modern conditions and new approaches to the implementation of industrial policy in the world and in Russia. Having considered a number of Russian cases, we have found such problems of politics as insufficient orientation at new drivers of changes, excessive fragmentation of directions, locality of the achieved results, poor selection of successful practices. In conditions of high technological uncertainty, there is the demand for a search-oriented industrial policy, including the launching of various pilots, regular assessment of effects, termination of ineffective projects. We raise, as an agenda for the future, the issue of transition to a multidimensional policy oriented at a set of structural changes in the economy and the formation of effective management teams for the implementation of relevant initiatives.
