Другими словами, соответствуют ли эмпирические оценки эффектов монетарной политики в России теоретическим представлениям и опыту развитых стран? Изучение этих вопросов является предметом данной статьи. В отличие от предыдущих работ, оценка проводится для «больших данных». Акцент сделан только на периоде после глобального финансового кризиса 2008—2009 гг., для которого характерны отказ Банка России от политики фиксированного курса рубля и постепенный переход к режиму управления процентными ставками. Анализ не обнаружил подтверждения стандартной реакции ключевых производственных и ценовых показателей в ответ на ужесточение денежно-кредитной политики. Так, оценки не выявили статистически значимого сдерживающего влияния на инфляцию политики высоких процентных ставок, проводимой в последние годы. При этом обнаружено сдерживающее влияние ужесточения монетарной политики на показатели экономической активности: согласно консервативным оценкам, каждое повышение ключевой ставки в марте и декабре 2014 г. привело к снижению индекса промышленного производства приблизительно на 0,2 п. п. в течение года.</p></abstract><trans-abstract xml:lang="en"><p>Is the Bank of Russia able to control inflation and, at the same time, manage aggregate demand using its interest rate instruments? In other words, are empirical estimates of the effects of monetary policy in Russia consistent with the theoretical concepts and experience of advanced economies? This paper is aimed at addressing these issues. Unlike previous research, we employ “big data” — a large dataset of macroeconomic and financial data — to estimate the effects of monetary policy in Russia. We focus exclusively on the period after the 2008—2009 global financial crisis when the Bank of Russia announced the abandoning of its fixed ruble exchange rate regime and started to gradually transit to an interest rate management. Our estimation results do not confirm standard responses of key economic activity and price variables to tightening of monetary policy. Specifically, our estimates do not reveal a statistically significant restraining effect of the Bank of Russia’s policy of high interest rates on inflation in recent years. At the same time, we find a significant deteriorating effect of the monetary tightening on economic activity indicators: according to our conservative estimates, each of the key rate increases occurred in March and December 2014 had led to a decrease in the industrial production index by about 0.2 percentage points within a year.</p></trans-abstract><kwd-group xml:lang="ru"><kwd>денежно-кредитная политика</kwd><kwd>динамическая факторная модель</kwd><kwd>метод главных компонент</kwd><kwd>структурная идентификация</kwd><kwd>шоки денежно-кредитной политики</kwd></kwd-group><kwd-group xml:lang="en"><kwd>monetary policy</kwd><kwd>dynamic factor model</kwd><kwd>principal component analysis</kwd><kwd>structural identification</kwd><kwd>monetary policy shocks</kwd></kwd-group><funding-group><funding-statement xml:lang="ru">Исследование выполнено при финансовой поддержке РФФИ в рамках научного проекта № 16-36-60047 мол_а_дк.
