С одной стороны, этот проект предназначен для реализации накопленного Китаем экономического потенциала, трансформации хозяйственных возможностей в усиление позиций страны в мире. Вовлекая другие страны в строительство гигантских межконтинентальных коридоров, Китай задействует свои капиталы, технологии, расширяет сферу использования юаня в между народных расчетах. Но, с другой стороны, проект «Один пояс, один путь» нужен для преодоления очевидных трудностей в экономическом развитии самого Китая, таких как образование избыточных производственных мощностей, зависимость от поставок сырьевых ресурсов из узкого круга стран, подчиненное положение китайских предприятий в глобальных цепочках создания стоимости. Для России участие в инициативе «Один пояс, один путь» перспективно, поскольку сам формат этого проекта позволит нам сохранять свободу маневра в российско-китайском сотрудничестве. До сих пор российский экспорт в Китай состоит в основном из сырьевых товаров. Для изменения ситуации требуется более активная промышленная политика со стороны российского государства. Условия для ее проведения проще создать, участвуя в гибком формате «Один пояс, один путь», а не в традиционных интеграционных структурах типа зоны свободной торговли.</p></abstract><trans-abstract xml:lang="en"><p>China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation .
