За продолжительное время эти взгляды трансформировались в универсалистскую экономическую политику, призванную решить проблему медленного роста в развивающихся странах и в недостаточной мере учитывающую особенности и ограничения, с которыми сталкивается определенная догоняющая экономика. Новые подходы к анализу проблем экономического роста основываются на индивидуализации как диагностики проблем роста, так и организации процесса реформирования в развивающихся государствах, а также планирования структурной трансформации догоняющей экономики и ее экспортной диверсификации. Приводятся аргументы в пользу того, что новые индивидуалистские подходы к решению проблем роста развивающейся экономики, широко используемые практикующими экономистами, потенциально эффективнее универсалистских, доминировавших в прикладной экономике ранее.</p></abstract><trans-abstract xml:lang="en"><p>This paper examines the evolution of academic and applied approaches to analyze the problem of economic growth since the mid-XX century. For quite an extended period of time, these views were corresponding to universalist economic policies taking no adequate account of particularities and limitations that a certain catching-up economy embodied. New approaches analyzing the problems of economic growth, on the contrary, individualize growth diagnostics, structural transformation and the organization of reforms processes for the emerging economies.
