Наличие структурных факторов в отдельных регионах может приводить к устойчивым отклонениям региональной инфляции от общероссийских темпов роста цен, что, в свою очередь, ведет к разному воздействию денежно-кредитной политики на региональную экономику. Данное исследование посвящено анализу структурных различий региональной инфляции при достижении и поддержании общероссийских темпов роста цен на целевом уровне. В работе анализируется региональная неоднородность инфляции, а также выделяются факторы отклонения темпов роста цен в регионе от средних по стране. Результаты оцениваемой модели указывают на факторы устойчивого отклонения темпа роста цен в регионах — различия в росте производительности торгуемого и неторгуемого секторов (эффект Балассы—Самуэльсона), динамику эффективных валютных курсов, реальных денежных доходов и запасов продукции. На основе полученных оценок проводятся расчеты структурной инфляции, которые показывают, что темп роста цен в регионах может быть как устойчиво выше, так и устойчиво ниже целевого при поддержании таргета по инфляции в стране в течение длительного периода. Результаты исследования могут быть полезны при разработке денежно-кредитной и информационной политики в России.</p></abstract><trans-abstract xml:lang="en"><p>Inflation targeting in Russia implies maintaining stable low inflation at a level of 4% throughout the country. The presence of structural factors in some regions can determine deviations from the all-Russian inflation, which can lead to different effects of monetary policy in Russian regions. In this paper, we analyze regional heterogeneity of inflation and factors of inflation deviations from the national average, estimate structural levels of inflation in the regions of Russian Federation. These estimates confirm the presence of some regional factors of inflation deviations from the all-Russian indicator, such as the difference in productivity growth of the tradable and non-tradable sectors (Balassa—Samuelson effect), effective exchange rates, real incomes and product stocks. In addition, our results confirm the presence of regions with price growth rate above and below monetary policy target.
