Анализируется опыт стран, характеризующихся схожими с Россией проблемами — ресурсным дефицитом, несовершенством рыночного механизма, отсутствием промышленного спроса на инновации. Представлены уроки построения "институтов развития" в таких условиях и cформулированы рекомендации по запуску подобных механизмов управления в России.</p></abstract><trans-abstract xml:lang="en"><p>The report examines the problems of private-public cooperation in launching "development institutions" that target fostering the innovation-based economic growth model. The analysis is focused on the experience of countries, which face comparable challenges — resource scarcity, market imperfection, and lack of industrial demand for innovations.
