Характерной особенностью институционального развития в России является негативная динамика большинства индикаторов качества бизнес-среды и положительная динамика индикаторов, отражающих уровень страновых инвестиционных и кредитных рисков. Реформы, находящиеся в «зоне ответственности государства» (судебная система, инфорсмент, регулирование, производство общественных благ и др.), в лучшем случае стагнируют. В 2000-2007 гг. прогресс в развитии базовых рыночных институтов (защита прав собственности, защита прав акционеров, формирование рынка земли и недвижимости, управление государственной  собственностью, банкротство и защита прав кредиторов и др.) по сравнению с другими развивающимися рынками был явно недостаточным. Проведенный анализ дает основания для предположения о неадекватности законодательного и регулятивного обеспечения процессов развития экономических институтов. Законодательство  хронически отстает от экономических реалий.

Russia’s institutional development is characterized by negative dynamics of business environment indicators and positive dynamics of investment and credit risk indicators. Reforms for which the state is responsible (legal reform, enforcement, regulation, public goods) are stagnating. In 2000-2007 the progress in developing basic market institutions (property rights, shareholders’ rights, land and real estate markets, state property management, bankruptcy and creditors rights) compared with other emerging markets was insufficient. The analysis suggests that legal and regulative support of economic institutions’ development is inadequate. Legislation chronically lags behind economic reality.
