В дискуссии о современной политической ситуации в России часто  приводятся аргументы в пользу особого характера экономического и политического  развития нашей страны. Авторы обсуждают новые результаты, полученные российскими  и зарубежными экономистами, исследующими феномен так называемого «ресурсного  проклятия». Выявленные в этих работах закономерности (как правило, справедливые  для большого набора стран) позволяют лучше понять происходящее в нашей стране в  последние восемь лет. Основной их вывод заключается в том, что сейчас ресурсное  изобилие опасно в первую очередь не макроэкономическими рисками «голландской  болезни», а возможностью снижения качества государственного управления и  политических институтов. Собственные исследования авторов на межстрановых данных  подтверждают эту гипотезу в отношении свободы прессы и корпоративного управления  - институтов, которые оказываются наиболее чувствительными к ресурсной  конъюнктуре.

The paper surveys economic and political science literature on resource curse, with a primary focus on the role of institutions. These studies show that resource abundance leads now not so much to macroeconomic risks of Dutch disease as to possible deterioration of the quality of government and political institutions. In particular, cross-country evidence on the impact of rising oil prices on media freedom and quality of corporate governance is discussed.
