Проанализированы основные факторы, влияющие на политику заимствований, составлена типология регионов в зависимости от реализуемой долговой стратегии. Отмечено, что снижение экономической активности в перспективе приведет к увеличению долговой нагрузки на региональные бюджеты, а проводимая антикризисная политика позволит скорректировать существующую типологию, снизить зависимость от банковского кредитования.</p></abstract><trans-abstract xml:lang="en"><p>The article considers debt management practices by Russian regions and municipalities, within a framework set by federal budgetary legislation and practices of state-controlled banks. Key drivers of regional and municipal debt policy are analyzed, and Russian regions are stratified by their debt policy.
