Отмечено, что Россия в период бурного экономического роста не сумела перейти от ресурсной стадии развития к инвестиционной. На примере Японии показано, что чисто имитационный путь развития чреват опасностью попасть в «имитационную ловушку». Чтобы ее избежать, нужно заранее создавать институты и институциональные инструменты реализации следующей стадии, основанной на национальных нововведениях. Эффективная государственная инновационная политика должна предусматривать не только наращивание абсорбционного потенциала страны, развитие процессов технологического обучения, необходимых для «подхватывания» технологий, но и создание предпосылок для перехода к следующей стадии технологического развития. В работе предлагаются основные направления реализации такой политики.</p></abstract><trans-abstract xml:lang="en"><p>Problems and tasks of Russian innovation strategy are considered from the point of view of the countrys passing certain stages of technological development. It is noted that during the period of rapid economic growth Russia did not manage to proceed from the resource stage to the investment one. Basing on Japan experience the paper demonstrates that the pure imitation way of technological development conceals the danger of falling into an "imitation trap". To avoid this it is necessary to create beforehand institutions and institutional tools of realization of the next stage based on national innovations.
